The New Zealand government’s 10-year strategic plan, Pathways to the Future: Ngā Huarahi Arataki, outlines the approaches intended to increase ECE participation, improve quality of services, and promote  better relationships between those working with children. The Castle and the Pagoda at Cambridge Early Learning Centre exist to fulfil this charter
